Biography
Dr. Dorcas Stella Shumba is a climate finance expert with extensive experience in the fields of climate risk finance, disaster risk management, and adaptation strategies for vulnerable communities. Dr. Shumba has a diverse background in multilateral climate finance, blended finance, and risk transfer mechanisms, with a focus on ensuring equitable access to climate adaptation finance, particularly in the context of Africa, the Caribbean and Pacific regions. Currently, Dr. Shumba serves as a Senior Research Associate at the United Nations University (UNU-EHS) in Germany, where she leads multi-country feasibility studies on parametric insurance, risk finance, and adaptation investments. Her contributions to global climate policy include work on the Loss and Damage Fund, climate governance, Indigenous Knowledge Systems (IKS) and gender-responsive climate adaptation. She has authored peer-reviewed articles and book chapters, with a particular focus on weather index insurance, food systems resilience, and empowering Indigenous communities through climate resilience strategies. Dr Shumba is a UNFCCC Biennial Transparency Reviewer under the Enhanced Transparency Framework of the Paris Agreement. She also provides consultancy services on agricultural risk financing and climate adaptation strategies and is on the Platform for Agricultural Risk Management (PARM) roster of experts.
