Prof Binza holds a PhD in Public Administration in a field of political economy with specific reference to public-private partnerships and local economic development. His research areas are: politics & economics of Public Administration, leadership for development and governance, public policy, local government and performance auditing. He has published a book titled: Public-private Partnership Model: Improving States’ Local Economies. He has co-authored a chapter titled: A Longitudinal Study on Teaching Case studies in Public Administration in an open distance learning University in a book titled Developing Student Graduateness and Employability: Issues, Provocations, Theory and Practical Guidelines. Published by UNISA PRESS.



He is a former director of the Raymond Mhlaba Institute of Public Administration and Leadership, and senior lecturer in Public Administration at the Nelson Mandela Metropolitan University.



In October 2010, he received an Y2 rating from the National Research Foundation (NRF) in recognition of his research work. He was also in the top twenty researchers at the Nelson Mandela Metropolitan University (NMMU) for 2006-2008 periods. In 2006 and 2007, respectively, he was awarded an Emerging Researcher of the year Awards by NMMU in recognition of his research outputs. Followed, was the National Research Foundation (NRF) of the Republic of South Africa which has recognised his work and awarded him with a National Research Award in 2007 as the South African top researcher in the Thuthuka Programme. He has published 24 papers in international and DoHT accredited journals and conference proceedings. He has presented 66 scientific papers in international and national conferences and seminars. He has provided research, training, and consultancy services to the leadership and public servants of various South African ministries and departments respectively; and to international embassies.



He serves in the Editorial Boards of the following journals the: US-China Public Administration Journal based in the USA; Journal of Public Administration (JOPA); African Journal of Business Management (AJBM), and Journal of African & Asian Local Government and Development Studies. He also serves as reviewer for NRF research projects for funding, ratings, and NRF chairs on Social Sciences & Humanities – Policy. He was a guest editor for the Journal of Public Administration, Volume 44, Number 1.1. April 2009; and associate editor of an International Journal of Environmental, Cultural, Economic and Social Responsibility, Volume 1, 2005. Published by Commonground Publishers [CG Publishers].



He is a member of the Worldwide Forum on Forces and Forms of Change in Doctoral Education. In March 2010 he was appointed as Rapporteur by the European Union & CAAST-NET on the EU-Africa Research Collaboration Workshop on the Social Sciences and Humanities. He also serves as a member of the Board of Trustees for the Raymond Mhlaba Trust Fund; the RMTF Investments Pty (Ltd) which is an investment company for the Trust; and St. Francis HOSPICE. In 2010, he was elected to the position of National Treasurer for the Association of Schools and Departments of Public Administration and Management of Southern Africa (ASSUDPAM). He served as Secretary for the Eastern Cape Chapter of the South African Public Administration and Management Association (SAAPAM-EC) for 9 years. He is also a media commentator for SABC and her radio stations on elections, service delivery, public policy and reports; and annual performance of government’s departments.
