Abstract: There is limited access to Justice system services in rural communities of Namibia, stemming from inadequate infrastructure and resources which contributes to a concerning escalation in poverty and crime rates within these communities. The study examines the factors that influence the Namibian Ministry of Justice's services to rural areas. The qualitative methods were employed, and actor-network theory (ANT) was applied as a lens for analysis. The study reveals that a mobile-enabled platform can be used to improve the efficiency and effectiveness of the Ministry of Justice service delivery. It highlights the factors that can influence the development of the platform. The findings have significant implications for improving the efficiency and effectiveness of the Justice system services, from both technology and the Ministry of Justice's perspectives.
