Low in 1894 to provide what was little more than seoDncary educatiDn allied with some practical skills, at a time when nD other state-run teacher-training institutiDn existed in South Africa, it was to bDcome a fUlly-fledged terti2ry establishment by 1929. It then offered a well-balanced programme of academic, professional and practical training as well as opportunities for specialization. Tha College continued to play a significant role in the provision of teachers for Cape Town and its environs at the time of retirement of its second Principal, W.R. Campbell, in 1937.
