Purpose of the paper: The delivery process of the construction industry is challenged by high construction costs resulting in housing delivery much higher than budgeted cost specified. The inability to provide inexpensive housing habitually occurs as a result of deficiencies in production techniques. Hence, achieving quality housing delivery requires skilful management. Design/methodology/approach: Quantitative and qualitative methods were employed in this study. Closed-ended questionnaires were administered to construction stakeholders in the Western Cape Province for incisive data collection. The quantitative data collected were analysed by SPSS software version 23, and results obtained were reported and validated to ascertain the quality of the input from skilled professionals in the housing construction industry in the Western Cape. Finding and values: The critical factors for achieving quality housing delivery were as follows: quality control during the production process; quality assurance at the implementation and close-out stages, design and construction of housing to support services and amenities for the needs of the people; the identification of quality requirements at the initiating stage; and focus on quality sustainability throughout the production process. Original and value of paper: Establishment of a “standard procedure” for construction operators in resource management thus develops skills for affordable quality housing delivery within the income level of the people in need of such housing.en_US
